日本将在吉布提扩大自卫队驻地建设

日本自卫队派驻非洲吉布提的部队正在参与防范和打击索马里海盗的活动。本月15日,日本政府与吉布提政府达成协议,进一步租赁与自卫队驻地相邻的土地来扩建设施。新设施的用途包括保护遭遇不测事态的日本公民等。

N. Korea Refuses to Negotiate Because of US-S. Korea Drills

North Korea said Friday that it would not hold talks with the United States and South Korea on its nuclear weapons program as long as the two countries continued to hold joint military exercises.

"This is the deterrent, the nuclear deterrent to cope with the nuclear threat from America," North Korean U.N. Ambassador Han Tae Song told Reuters on Friday in an exclusive interview in Geneva.

"There are continued military exercises using nuclear assets as well as aircraft carriers, and strategic bombers ... raising such kinds of military exercises against my country," Han said.

On November 11, the U.S. and South Korea began four days of joint naval drills in waters off South Korea's eastern coast in what the South Korean military described as a clear warning to North Korea.

In Washington, State Department officials pushed back, saying U.S. joint military exercises with Asian allies were "lawful," "long-standing" and "defense-oriented," unlike North Korea's "unlawful nuclear and ballistic missile programs and testing."

Japanese anime event in New York draws fans

Fans of Japanese animation are flocking to an event in New York featuring manga comics, figurines and video games.

The 3-day exhibition began in the US city on Friday. Local anime fans organized the event. About 200 booths have been set up to showcase Japanese pop culture.

Thousands of fans gathered, with many dressed as anime characters. They took photos with each other and bought items related to their favorite manga and anime.

Special sessions to talk about the appeal of anime, as well as concerts of anime songs are planned during the event. The organizers say it will attract more than 20,000 people through Sunday.

They also say this is the first event of its kind in New York in a decade, due to the recent lack of hit anime titles from Japan.

One visitor, who dressed as a character from the popular series "One Piece," praised the event for providing a diverse cultural experience. He said he will enjoy talking to many other visitors.

One of the organizers is Peter Tatara. He said by holding an event like this in New York, which is a center of multiple cultures, he wants to demonstrate that anime and manga can become mainstream culture in the future, instead of a subculture.

Singapore suspends trade ties with North Korea

Singapore has suspended all trade with North Korea, a customs notice showed, as the UN and US seek ever tougher measures against the state.

Singapore Customs said commercially traded goods from or to the North were banned from 8 November. Offenders may be fined or jailed for up to two years.

It comes as UN sanctions were imposed after North Korea's sixth nuclear test.

Singapore was its eighth biggest trading partner in 2016, but that only made up 0.2% of the North's trade.

N.Korea: No talks while US-S.Korea drills continue

North Korea's ambassador to the United Nations in Geneva ruled out talks between his country and Washington as long as joint US-South Korea military drills continue.

Han Tae Song spoke to Reuters on Friday.

He said there will be no negotiations "as long as there are continued war games" at North Korea's doorstep.

Han said if the United States accepts halting joint military exercises with South Korea, Pyongyang will reconsider what it does in the future.

Han also justified North Korea's continuing nuclear and missile programs. He said his country will continue to build up its self-defense capability "as long as the US and hostile forces keep up nuclear threat".
